WebHS (480 Mb/s) has 500ps risetimes, which gets you roughly 700 MHz bandwidth. I doubt USB 2.0 would be able to negotiate through a breadboard. USB 1.1 would be no problem (which virtual every device can fail back to), but in prototype setups it's worth keeping all the higher speed DIO on perfboard.
