Many are of the variety where you click an object then need to defeat waves of enemies. It's incredibly frustrating and needs to be addressed.
WebActually the quests themselves are bugged and spawn too many. If you clear them yourself and wait for a respawn they'll come back as a group rather than a single mob. I experienced this many times forcing my way through these quests solo. I think OPs example is the only one that spawns a single mob as you describe, the ones in Reekwater are bugged.
